California Uniform Public Construction Cost Accounting Act (CUPCCAA)

On August 17, 2023, the Belmont-Redwood Shores School District Board of Trustees approved resolution #2023/24-1 electing to become subject to the California Uniform Public Construction Accounting Act (CUPCCAA).

Projects costing sixty thousand dollars ($60,000) or less may be performed by the employees of a public agency by force account, by negotiated contract, or by purchase order. Public projects costing between sixty thousand dollars ($60,000) and two hundred thousand dollars ($200,000) may be awarded by informal bidding procedures. If all bids received are in excess of two hundred thousand dollars ($200,000), the governing body of the public agency may, by adoption of a resolution by a four-fifths vote, award the contract, at two hundred twelve thousand five hundred dollars ($212,500) or less, to the lowest responsible bidder, if it determines the cost estimate of the public agency was reasonable. Public projects costing over two hundred thousand dollars ($200,000) are subject to the formal bidding process. (Public Contract Code section 22032)

For calendar year 2024, per Public Contract Code 22032 and Public Contract Code 22034, Belmont-Redwood Shores School District has contracted with Colbi Technologies to provide a web-based process or submitting to their CUPCCAA list called Quality Bidders.
